Focus & Scope

The Journal of Black Issues in Computing Education (BICE) is a peer-reviewed, interdisciplinary publication committed to advancing equity, inclusion, and justice in computing education. The journal serves as a scholarly platform for research, reflective practice, and community-driven innovation that centers the educational experiences of Black students, educators, and institutions across postsecondary computing disciplines.

We welcome original research, case studies, pedagogical tools, experience reports, and creative works that explore:

  • Equity and justice in computing education
  • Recruitment, retention, and success of Black students in computing
  • HBCU and PBI departmental innovations
  • Culturally responsive pedagogy and curriculum design
  • Mentoring, advising, and institutional partnerships
  • Intersectional analyses of race, gender, identity, and technology
  • Emerging technologies and their impact on educational equity

Peer Review Policy / Process

Introduction

All research articles, special themed submissions, and essays published in the BICE Journal undergo a double-blind peer review process. The editors ensure that both author and reviewer identities are concealed during the review, promoting an unbiased and constructive evaluation.

General Criteria for Publication

Manuscripts are evaluated based on:

  • Relevance to the journal’s scope and mission
  • Scholarly rigor and methodological clarity
  • Contribution to existing literature and practice
  • Originality, innovation, and critical insight
  • Organization, clarity, and accessibility of writing

Submissions may include empirical research, theoretical frameworks, pedagogical interventions, and creative work that advance discourse and practice in computing education for Black communities.

Review Procedures

Each manuscript is reviewed by at least two peer reviewers with relevant expertise. Reviewers provide written feedback and recommend one of the following: Accept, Minor Revisions, Major Revisions, or Reject. The editorial team communicates feedback to authors and supports revision cycles when appropriate. Final publication decisions rest with the Editor-in-Chief and Editorial Board.

Ethics Statement

The BICE Journal is committed to ethical and transparent scholarly publishing. All editorial team members, peer reviewers, and contributors are expected to adhere to high standards of integrity, inclusivity, and academic rigor.

Key principles include:

  • Confidentiality: All submitted work is treated as confidential throughout the review process.
  • Originality: Authors must submit original work not under review elsewhere and properly cite all sources.
  • Disclosure: Any potential conflicts of interest must be disclosed by authors, reviewers, and editors.
  • Anti-discrimination: The journal rejects all forms of bias and discrimination, and upholds a values-driven review process aligned with its equity mission.

Publication Frequency

The BICE Journal is published annually, with new issues released each October. Special issues may be published periodically based on editorial discretion and community interest.

Open Access Policy

The BICE Journal is an open access publication. All content is freely available online to readers worldwide, with no subscription or paywall barriers. We believe that open access to knowledge fosters equity, collaboration, and real-world impact—especially within historically underrepresented communities.

Special Issue Proposal Guidelines

We invite proposals for special themed issues that align with the journal’s mission. Proposals should include:

  • Proposed theme and title
  • Names and affiliations of guest editor(s)
  • Relevance to the BICE Journal’s scope
  • Potential contributor pool or outreach plan
  • Proposed timeline and target publication year

Proposals may be submitted to the Editor-in-Chief and will be reviewed by the Editorial Board for alignment, feasibility, and impact. Preference is given to issues that highlight emergent trends, community partnerships, or interdisciplinary collaborations.
